Latitude 7400 won't turn on solid amber led

Dell latitude 7400 after cleaning bios password, i replaced eeprom in wrong side by mistake , and won't turn on, just a solide amber light when i press button power, i have schematic and boardview.

- tested with original bios
- tested with a new eeprom

Try a new BIOS IC with either the original dump or a clean ME dump from another system. If the symptoms are the same, then likely your issue is EC related. In my early days of BIOS programming, I put the wrong dump on a board and it corrupted the EC. Worked fine after manually programming the EC with my SVOD programmer. Not sure if the MEC chip in this board is programmable or not.
