    AFAIK, VCC_GT should appear for a second and go away(measured on DMM) on a working mb. If it remains constant-most likely CPU fault. I had a dell 3567(15341-1) with all rails coming up and i checked all power sequence-Didnt find anything wrong except VCC_GT always on at 0.65V whereas on a working mb it just comes up for a second and goes away. So decided to replace SOC and got display. Maynot be the same case but my experience suggests, if VCC_GT remains constant-most likely cpu failure.

      maybe cause I have remove the short from the PCA01 +VCC_SA

      I already remove the bad caps now its just having low viltage reading to the coil

        VCC_SA must come first. What is the voltage on VCC_SA coil?? Check the requirement of that IC connected to VCC_SA coil.
