Toshiba C40D DA0MTBMB8E0 not turn on

Hi everyone

I have this MOBO Toshiba C40D DA0MTBMB8E0 and It doesn't turn on.

There isn't schematic for this Mobo, I have been using the attached.

I have:
VIN = 19.3v
ACIN (ACOK) = 3.3

In PU2 (3/5 alw) I have:

+5V_S5 = 5.1v
+3V_S5 = 3.3v
+3VPCU = 3.3v
+5VPCU = 5.05 v
+2VREF = 2v
DDPWRGD_R (Power Good) = 0v

I changed PU2 with the same result then I checked value to ground in that pin (23), no short to ground.

I suspect other component is sending goes down the signal but in this schematic this signal goes together to RSMRST# (and it come from PCH I guess).

what other thin can I check? Please help

I forgot to tell:

No power led
DNBSWON# = 0
No battery charge led

RSMRST# goes to PCH from SIO and PCH in turn gives SLP_S3/S5. before RSMRST#, you must have NBSON and DNBSON. Since charging led is not glowing you should check the gates of first 2 dc-in mosfet as well as charging IC requirement like ACN/ACP/CMSRC/ACDET/ACOK/REGN Etc. PU2 measurements are fine. PIn23 is PowerGood?? If so, voltage at pin23??

Yes, pin 23 is power good, i'm sorry for the confusion and it has 0v.

About the charger let me take all the values.
