Inject 1V on any of the inductors with 0.1 ohm or 0.3 ohm to ground and check if PCH (small die on CPU package) heats up.

Working on a HP 470 G4 with the same board (DA0X83MB6H0). A quick run around the coils showed 100 ohm to deck on +3VPCU. Anything that low is usually cause for alarm but I went through the basics.

RTC clock was present, PWR_BTN_OUT# goes low ok to PCH from EC (when power button is pressed), other pre-requisites all check out, including supplies to the PCH. No change to SLP_S5#_3R or SLP_S4#_3R, PCH_SLP_SUS# also no change. No activity other than random pulses on the 24Mhz clock for the PCH, but not sure if it comes up after S5.

Deemed a dead PCH as nothing else left. Unfortunate as the board was in excellent condition and discrete graphics as well.
