Elitebook 8460p not turon on

I have problem on Elite 8460p not turn on .its just blinking power light when are connect Ac adapter.
But when I have connect Ac adapter with out center pin (LIMIT_SIGNAL) it's turn on.

Check the Voltage of R132 for 19V and 3/5V L3012/L3013, check ADP A ID Voltage?
how many times does it blinks?
