Dell Inspiron 3521 no power

i found pq101 short i change it but when conector adopter jack the new mosfet becomes short again

if i remove pq101 and test pq100 found . D = 19v S=19v gate = 9volt

Your +19V is short to GND after PQ102 may me +B line or check PQ102 if you have a power lab apply 1V 1A to PR102 to see what’s getting hot

Very likely your charging chip ISL88731 is bad.However, first try what @techtiger suggested.
