      i also measured RSMRST# is high.
      Everything is available,

        Reset signal for CPU is PLTRST#.

            Check SYS_PWROK and SUS_STAT# (on TP74, use boardview to locate it).

                PCH doesn't turn on for some reason. PCH clock Y3 could be the cause, and probably other things but I don't know what (maybe some secondary PCH power rails).

                  i changed Y3 , but is similar
                  whats your opinion about SIO ? it perfect working ? i can change it if need

                        Unfortunately, without clk_pci_ec you cant have plt_rst. So you need to find out why its missing.
