the board has no voltages in spi rom U14 W25Q32FV I tried to flash a bios same , i cant get voltage reading in the pin 8 ?

When I press the power button the Power supply reading just go to 180 milliamp then goes off but when you long press the power button the processor is starting to get hot taking 220 mil amp and releasing the power button it goes off..Comment
