Acer Aspire 5742 No Power-No Lights

Hello i have this problem with an acer no lights at all.This happened after a electricity drop then not power on again.The charger is ok i disassembly the laptop nothing seems burnt,i check th dc jack and i measure with the multimeter in diode mode 1645 resistance.The only short that i found on the motherboard is a pc104,a pq35 and a pq36(i dont know if that is ok)..the board is a PEW71 LA-5894P REV:1.0..!Can you help me please thank you in advance

then no remove pl9 and see if it powered

Thank you for the reply..!what i did so far: i removed many of the components that seamed shorted and they are okay, did a bios flash,heat the gpu,also removed pl9 still no power but the short from some components like pq35 and pq36 go away.so what can be the problem and i dont think is a bad gpu..i appreciate your help thank you!
