Acer Predator Mobo boot once every 10 times

I got this mobo naked, but after some search it seems that it's from a G3620 predator desktop.
Once the mobo is booted, it works 100%, but if i reboot or turn it off, again i need to try 10 times before it starts.
Motherboard is : acer ipimb-ar rev1.02a with latest bios from 2013 (updated from windows)
I have noticed that the voltages are all low with "Speccy"
Here i guy with the same pproblem, solved on updating bios :

the reason why updating bios fixed it, is because the bios flash memory chip is wonky. some boards are known to exhibit an inability to start the post again after a reboot which is sometimes caused by the bios flash mem chip losing its contents. reflashing fixes that so it works again.

btw, u cant trust software to read the voltages. software often gets the voltages wrong. measure it using a multimeter.

im also gonna assume oems like acer tend to use junk caps in the power supply. so the mobo could have been damaged by a junk psu. show a photo of what caps are on the mobo.

Are you saying that the problem is the bios IC and need a replacement ?
Cause i already have flashed the bios before (with programmer) and this didn't solve the problem.
If i post a picture, can you tell me which cap's should i also replace ?
      Thanks

I can't find any schematics or boardview, only a service manual
              Any tip is welcome

Re: Acer Predator Mobo boot once every 10 times

If i were you , i would start by trying another Cpu , another Rams , and in between changing capacitors on board . About CPUs , when they are at their end's ages , whatever it is , they may do similar symptoms .. I saw it many times , CPUs doing different weird things , like waking up after many tries , for one or two times , then in the third , they would show slow Rams counting or black screens . Some even could boot in safe mode or restart when VGA enter full resolution .

In case you did all the above , then it's time to think seriously about reflowing the board in an oven ...

To tell the truth ... Among thousands of mobos i did repair , few cases showed that the boards are not repairable , unless they were too much outdated or not worth the repairing budget and time .

Each time i ask myself the same questions , What's the benefit if i repaired a Pentium 3 or 4 board , when i have next to it an Icore2 or 5 ? . When a Pentium three or 4 worth zero ?..

Well, this is not a pentium, and mobo is from end 2012 !
All that you sugested is done, all except put in a oven, this is not a good advice from someone that repaired thousands of mobos, but you are free to do it buddy ...
