ACER V3-771G no POWER !

Hi guys! I have the laptop ACER V3-771g no power at all no 3v no 5v, the laptop have the first battery charger BQ24725.I take him down check 14pin groud with other pins not shorted, but on motherboard when came to solder this ic actualy the vcc pin 20 and pin 14(gnd) are grounded.If I tested with multimeter for sound(diode test) multimeter sounding.But on this pin 20(vcc) on mobo came 19V. I have a schematic of motherboard give in attachment, BQ24725 pdf attachment to. Problem is that this motherboard doesnt have prited componets on her self, so I cannot found from where to where going something.Board view cannot find. So please any advice how to find short on mobo.

make some measurement of voltage on component near dc jack connector top and bottom board
also measure resistance to ground too (of course without adapter and battery)

replace BQ chip

you can confirm if the chip is shorted by using your diode tester while the ic is removed from the board checking PIN 20 vs ground pins from the chip. with your statement that 19 volts is coming from pad 20 when BQ chip is removed, when conclude that BQ chip is shorted too. but to make it sure, you should test the BQ chip pin 20 vs ground pin while its removed from the board

BQ24725ARGRR has been ok.

also what is the resistance?

also the q8802 ?

may i know i have encounter before totally no power.
other can charge but wont turn on...
