Acer aspire e1-431 no turn on

i need help

im not chip level service enginner i check in that board
when i power on switch no leds blink and no charging led blinks

then check motherboard
power jack 18v in ok near mosefet are ok. I/O get 3v ok and cmos battery get 3v ok and bios ics 3.3 v ok and battery pins get 3v ok. but power on button not 3v coming .

i need change power ic ? or where to check ? or check v core ic ?

are flash ec bios ? and bios ?

i have bios programmer


any body have bios bin file send me
