Acer Aspire 5349 don't powers on

I have Acer Aspire 5349 which seems have no sign of life.
Is my deduction right that in this case is wrong the 95835HRZ chip?

first check board for shorts. if it is ok. Then check Power btn voltage. after pressing going 0v. if it is ok, check EC to pch power on signal. Try reflow PCH

ihave this model , but no image , hdd not spinning, i change pch hm65,

need working bios and kbc
