I want to ask here before I tell my customer that their 1 year old laptop needs a board.

Symptom: Pressing the power button, the power light comes on. A couple seconds later the caps key show 5 long blinks, then the power light goes out and the machine is off. During this time the current draw is ~1A. The fans will run, and the CPU gets warm.
I've tried reseating RAM, using known-good RAM, power draining EC reset, manually flashing a clean BIOS image from HP. I understand this fault could be a RAM problem, a board problem, or a BIOS problem. Does anyone have thoughts or experience on this? It just seems outrageous to be a board fault with this being a 1 year old machine.
