ampere stuck on 0.03a ....press power button get no response...i already try flash bios main+ec but problem still persist...i have no schematic@boardview for this board...19v/5v/3.3v rail all normal...laptop charging also okay

yes without battery stuck on 0.03a....with battery read 0.15a...power button okay....without cmos battery also wont turn on

Since 19V/5V/3.3V is present, look for RSMRST# is present on kbc(may be after power button).
You can just gran another schematic with same SIO and check its basic requirements.
Do check the motherboard under microscope/magnifier for any obvios signs.

kbc on this board nuvoton npce586ha0mx ....i found similar kbc on board quanta dax63cmb6c0 rev:c

RSMRST# pin 85 = 3.3v sir
