hp elitebook 840 g3 no power / 3v 5v missing

3v and 5v is missing but do have 19v on pin 1 on 3v 5v ic....19v present on first mosfet until resistor...please do advice how to check this motherboard....here i attach schematic that i found on internet

Can you post the schematic inside the schematic forum and link it here?

Check the EN pins for the proper voltage to ground on the missing voltage regulators rails.

Measure the voltage to ground of VREG3 and VREG5 LDO rails. Are they present and stable?

sorry sir i just figure out this schematic is not match for motherboard....because i dint find TPS51225 ic on the motherboard....what i can say this is 3v and 5v area...but both have no voltage at all....when i test pin 1 on that 3v and 5v ic, it does have 19v appear

i measure EN on that 2ic (which is pin 11), both read 1.6v .....LDO (which is pin 6) on 5v ic read 4.98v, LDO (which is pin 6) on 3v ic read 3.3v
