asus UP6502 not booting

NO battery connected. Usb c meter is at 20V 0.7A the amber light comes on and pulses after few seconds.

Battery connected. Usb c meter starts at 19.64V at 2.75A steady amber light but changes to steady amber light and steady while light while the usb c meter changes to 20V at 0A..


Does anybody have an idea of what the issue might be or where I should start finding issues?

Inductors close to the cpu from left of the pic to the right have the following resistance to ground:
Left most 100 ohms
Middle three 8 ohms
Far two right 32 OHms
