Thinkpad A485 won't turn on

I am working on a Thinkpad A485 laptop, board code NM-B711 with a problem that it won't turn on.
I checked this board using the BQ25700A charger ic. On the B+ output I get a voltage of 9.16 Volts (page 58th) is the B+ voltage normal?

when i plug in the battery the voltage goes up to 12.1V and it is look like charging the battery
