i'm having same problem, replaced 3.3v/5v ic but, mine is EQ which is RT8223M with no positive result and the ic felt warm. should i try using RT8223B? because in the schematic it's labeled RT8223MGQW-GP-U1 for PU4103

Did you check for a short to ground on outputs? (especially LDOs)

@piernov: no short to ground in anywhere for my case & i've been try to flash the bios chip either using file i've downloaded here
