    HP DV9700 Intel

Hello, I have an HP DV9700 with Intel CPU....I know, it's very old, I'm not fixing this for clients, I'm a hobbyist and I like to save old stuff from scrap, also this laptop is very in between generations, and has old and new stuff. It is DDR2, but goes up to 4GB dual Channel, it has VGA but also HDMI, it has wi-fi... but it is also dual-band, it has an IDE optical drive, but it is also a Blu-ray, it has an modem but also a Gigabit LAN and so on, so it's quite serviceable.
I have an schematic and board view for it, have good electronic skills, but lack knowledge for this specific model.

The issue with it is that it powers on, apparently all voltages present, but no image. The fan spins, repowers itself a few times then it stays on. Now I've taken the board out, so nothing connected, replaced ram and CPU with known working ones and I have a miniPCI diagnostic board that only shows 00 code and never changes, now I've tested this diagnostic card on another DV9700 and it does show opcodes running as it powers on, so my understanding is that absolutely nothing I being initialized, chipset, CPU,VGA, nothing, despite all having power. The only thing that works ok is the KBC controller, as it powers on and off and controls the fan. So any suggestions? I have tried a thermal camera, and the chips warm up, southbridge, CPU and VGA and northbridge as other chips and power components, the only remarkable this is that the hottest chip is the PLL Clock generator that hits 60C, and I don't know if it's normal or not, I will try to get an oscilloscope and see if the frequencies are present. Any help will be appreciated. I know on these models that the GPU goes bad, but can it take the whole system with it? I mean not even beeps to signal that something is wrong?
