Acer Travelmate 8472 DAZQ3JMB8A0 .starting only consuming 0.01 Amps

Hi, Acer board., Not starting fully. Its charging fine .
3.3 and 5 volts present/perfect . At power switch 3.11 volt showing
Board starts and consumes 0.01Amps
Replaced I/O NCPE781 chip also, But no change, what else could i check

+15V and RTC-check these two areas first.

Thanks mcplslg123 .problem solved .it was +15V line . .showing around 12 to13 volts

+15V is not regulated so it is normal for it to be a bit off.
