Dell inspiron 1545 PP41L Does Not Charge Battery

According to the owner, it works fine plugged in,
but the battery doesn't charge.

What are the chances it's only a bad battery that needs
replacing?

And how much would be a fair price to pay for it? Assuming
the worst case scenario, which is a problem in the motherboard.

The unit was bought in 2/2010, so it's fairly new.

The center pin wire on the PA 21 adapter is very fine , This wire is the signal to check and charge the battery
These do fail . when plugged in works great but does not charge the battery.
I would try with a working adapter before you start to test smd
