dell lattitude 3350 wont turn on

when press power button, indicator will turn on a sec then goes off....i check on rail 19v / 5v / 3v all normal reading, when press power button i see current jump from 0 to 120++ before drop to 0 back....i also try flash bios but problem still persist....any help
