    Fauda!!! (Lior fan).

    This is a sot23-5 package.

Post a larger pic of this area. So far unable to locate this device by Richtek Semiconductor.

Perhaps the first marking is 'B' or '8'. No hits yet.

When laptop is on these are the Voltages I get on this IC

the laptop turns off after few minutes & this ic gets hot, if i take the ic out the laptop turns on but no POST

it looks like it outputs 1.8v but the i think it shouldn't gets so hot like that

first desolder it and measure resistance to ground on all pins

The ic doesnt seems damaged-so merely replacing it wont help either. measure resistance on the output pin-01 With IC soldered 02.With IC desoldered. No power in both case.

I replaced it with another one and same happens. I noticed that 3.3v is measured 3.5V which is higher than normal. maybe that's why it shuts down after a minute?

With random observations and without following the given advice, you won't make any progress here. The 3.5V shouldn't be a issue and can be noticed on many boards. Also, never replace a component without making sure the issue isn't the motherboard. So now please do as mentioned by mcplslg123 and measure the pins of the IC.

                      Diode Reading in picture

pin 1 resistance to GND is 35KΩ with IC

                      32.5KΩ with no IC

I think pin1 is not the output pin-perhaps pin5 is output pin. You have misunderstood my suggestion,i just highlighted two scenarios by putting 01 and 02-with ic soldered/without ic soldered.
