A1708 - 820-00840 Turns on, No POST. Fan Spin.

    A1708 - 820-00840-A Motherboard
Issue: Charger plugged in, attempts to power up. Voltage suck at 20.334V 0.083A. CPU area starts to warm up very slowly, if the FAN is installed, it'll spin and eventually keep increasing the fan spin along with the tiny increase of Amps. No display to external using Type-C to HDMI or internal screen. Both sides of LVDS connectors look good.

Solid inspection done under Microscope and can't see bad tracks or corrosion. I have attempted to flash the BIOS Chip and the result is same. With the battery plugged in, the Amps will increase regularly above 2Amps and charges the battery perfectly fine and will stay on with battery if charger disconnected.

Device does not come up in Apple Configurator software.

Voltage measurements of some rails for your refefence with nothing connected to the motherboard. Just the charger alone without SSD, LCD, battery, daugther board, keyboard, speakers etc.

L7030: TBA_PHASE1 voltage is very strange and I have demonstrated using a video here, it could be because there is no battery installed.

We think more of a pch CPU issue on this case.
