820-00165 no display stuck at 450ma

I have recieved 820-00165 3 motherboard , it taking about 450ma , but no fluctuations, having plt_rst# , already tried efi reprogrammed, SMC replaced , cpu also change, but still there is no display , missing mem_reset_l signal, .how to confirm its is memory fault or from other?

I check svid signal but there is no waveform only having voltage signal, I also check cpuvr_ready it's good

I check lpc_clk is good 24mhz , I also check all lpc_ad resistor is also good but I am noob at lpc waveform it having a little waveform of lpc then staight line on oscilloscope
