HP Elitebook 2540P Restarts

I have a 2540P in my naughty pile that seems to power up and will stay on if I go into the bios setup screen, and will do so as long as I leave it on, but if I let it boot into windows, it will start cyclicly rebooting. This one has stumped me for a while and I'd love to see if there are any ideas.

Boot into Windows using SAFE MODE.

Is it stable now?

check temperatures with HWmonitor.
Have you tried replacing the RAM? or running it with just one module?
