Treadmill JK Performa 9500 turns off and on repeatedly

Hello to all.

I received as a gift a JK Performa 9500 treadmill obviously not working, it is a tool with its years but it has a good engine and a wide running surface, in short I would like to try to repair it.

As soon as I turn it on, the display turns on for a few seconds and then turns off and then comes on intermittently without starting the engine.

The problem occurs even without connected motors.

where should I start?

First, get rid of all that brown glue On the circuit board. That stuff goes conductive over the years. Could we get better pictures of the board without any wires attached?
