Radeon R9 390 8gb Nitro defective

Hello guys,
I´ve decided to repair my graphics card now (broke a while ago, has no image, doesnt produce any heat, not detected by windows, fans wiggle when turned on).
I´ve come this far till now (colors refer to uploaded image):
The green caps have 12V, the red ones 0V
The ir3553m´s in between them (blue) have no Vcc (naming from datasheet I uploaded) which should be 4.5V to 7V.
It would be really helpful if someone who had this issue before knows whats broken or if someone has a clue where Vcc comes from.
Also schematics or boardview files for this gpu (or any similar 390/390x) would help.

You likely have a bad GPU chip (bad die-to-substrate connection).

It happens all the time on these R9 video cards. Reflowing it might get it back to life but it also might not.

You see 0V on those caps because either the GPU chip is not detected / malfunctioning and cannot start its buck regulator, or it is internally shorted.
