Asus P8Z68-V Pro cpu fan spins on sleep or shutdown

Asus P8Z68-V Pro

when i put my pc to sleep/suspend it will go to sleep and then the cpu led will glow red and the cpu fan starts spinning until i resume it again and its back to normal, same thing happens when i shutdown and then i have to turn off from the power supply.

no new hardware has been added or software installed.

running windows 10 and windows 7.

Tried with another PSU? Clear CMOS?

Not tried another PSU yet. Gonna need to buy one.
I have another that has 1 faulty 12v rail, I'll see if that works.

PSU went bang!

turned on the psu then decided to eat some breakfast before turning on the PC and then 5 mins later i had a bang! (pop). tripped the electric sockets i my house.

tried my other power supply with a faulty 12v rail, and the pc sleeps and shuts down fine with no fan spinning.
