Asus RTX2060S - THERM_OVERT* is put down by core, Anybody knows WHY?

Hello.
Have this Asus RTX2060S dual EVO that dont release core EN because THERM_OVERT* from core is put to low. Anybody knows what triggered this event?
i have some other cards that do the same so i need to realize why

Same here for a different card - GTX EVGA 1080. Excluded THERM_OVERT from the logic of building EN for PWM and got all the voltages up. The GPU is consuming 700mAh from a BPS and is getting warm. When inserted into a MOBO, does not produce any picrure.
Is this GPU dead?
