MSI RX6750XT gaming trio works only on older system

MSI RX6750XT gaming trio works only on older system.

Hello have this RX6570XT that works flawlessly on my test rig with i5-4570 but allways not detected on my i5-11400f gaming rig.
i have never see this error. where can be problem?

pcie connection work ok x16 pcie 3.0 both
