Dell Optiplex GX270 dysfunction

I have a Dell Optiplex GX270 which is NOT working, I have carefully checked the capacitors and they look okay. I suspect that the CPU has gone bad. I need help as follows:

I get error message of PnPl. I checked the error log and it had many. I tried formating but it will not let me do this. What does this sound like to you?

I also need information on removing the old CPU and installing a new one as the holding mechanism if very different from others I have dealt with.

First at all you posted your thread in wrong category. GX270 is not a laptop.
To remove CPU you have to remove heatsink first. But start with power supply. You have to be sure about power supply that can give you enough power to start computer.

If you have PnP1 message remove card from PCI slot 1 and see if it boots.
