Zotac 3060 Amp white 12GB

Hello I am fairly new to diagnosing faults and was just looking for a little guidance. I have a Zotac 3060 Amp white 12GB that has no display and I noticed only one of the fans spun on start up. After digging into the power rails I show the 2 coils circled reading zero ohms but have continuity. I was looking for a little guidance on how I should proceed. Thanks for any input

measure again with better presicion. one is pex that should be few ohm and other/upper/ is 1.8V rail that can be shorted

I'm looking for boardview (or schematic, or even some hi-res board photos of the board) for a Zotac Gaming Geforce RTX 3060 AMP WHITE ED 12GB (P/N 9288-BN617-210Z8).

Trying to fix one, but someone really messed up the board badly already and I don't know what is missing....
