Hey all, my first post here ..yay...!
so , lets kick off with the problem I have with this mobo.

Background info - bought 2 different boards from eBay to try and fix, one i think i can fix, the other ... not so much (which is why im here).
There is no obvious damage or signs of previous tampering. in fact, i could swear the board is brand new, its that clean...
Motherboard symptoms:
(with no peripherals attached).
Motherboard does light up and looks to be functional (but isn't).
i.e.
1. With power supplied to the board, bios flashback does not function. e.g. Blue light starts to flash but then stays on. (solid blue light = bios flash hasn't worked).
* Tried everything here , different USB drives (all fat32), same result.
(with peripherals attached - RAM, CPU, Graphics (all known to work).
2. With power supplied to the board (lit up), pressing the power on button results in about 1-2 seconds of attempt to boot, 00 briefly displays, then it shuts down for a second and then repeats this process (restart loop).
* What I did;
1. Removed the bios chip, reflashed it (with a programmer) manually, and with latest bios - retested with same results.
2. I then stripped the board naked and went round it checking for possible mosfet failures but couldn't find anything. Im not even sure im testing the VRM mosfet ? chips properly. Did watch a few Youtube videos though...lol. This though, is where my expertise ran out...
I simply don't know where else on the board to continue looking for failed components, and this is where I need your help.
I can add pics of anything you need to see on the board.
Below is top and tail pics + 8 chips at VRM area;
any help appreciated. just need to know what else i should be checking on the board .
