Dell AIO Inspiron 3030 -Green and Purple streaks

Please tell me what you think causes this, if you have ever seen this in any desktop LCD/LED. See video. I have attached an external monitor to this All-In-One and the video works perfectly. When I shrink the width of the resolution, the AIO video is kind of readable but still has greenish tint and the whites are pink.

I think the display may be good and the " Op Converter " board is bad, but really do not know what a Op converter board does herein. I guess it is like an LCD inverter? See pic

The small board look like a LED backlight driver board. Image on the screen looks like panel issue to me. (or maybe T-Con but I don't think it has a separate T-Con board) Tried cleaning and reseating the display cable?

The small board in my hand in the first picture above is called the OP converter Board but I'm thinking it's the backlight driver board or the inverter board for the LCD. The middle picture above shows what I think could be a t-con board just to the right of the small board but it has a Realtek chip and a ITE IO chip on it which may not have anything to do with a t -con.
When I plug an external VGA monitor in, it works perfectly on the external monitor in all other aspects including boot up and operation, all the while the built-in monitor does exactly what you see in the pictures and the video the whole time.
