Hi, got more stuff at my works electric scrap box today 
See the pic below, one single Elite 1000uF 16v cap in the upper left corner of the pic had ESR of 5.6 and capacitance of 150uF and was bulging
I measured all the other caps and they where all fine, some where Elite and some where UCC
The symptom of the monitor was that the green LED was flashing and the monitor tried to turn on the backligt, it just faintly flashed, almost unnoticable
After swapping out that one single cap for a 2200uF 16v Samxon cap (closest I had) the monitor works flawlessly!!!
Man, one single cap causing this whole thing to fail, just amazing, as you can also see on the PCB it has been very hot, and the solder on the backside looks like crap, but who am I to complain at such a nice price
