Samsung LCD Monitor - Display is Running in Slow Motion

I have a 19" Samsung 913N LCD Monitor with an odd fault
    - and would like to ask for some guidance in tracing the faulty component/pcb.

The whole display appears to run in slow motion
    - that is any change to the image takes 30 seconds to complete

    This problem affects everything
    - from the built in "No Signal" message
    - to the onscreen configuration menu (OSD)
    - to all display inputs from a computer

If left alone a stationary image eventually appear almost normal
    - but as soon as the image changes everything happens in slow motion
    - the new image fades in slowly over 20-30 seconds
    - while the old image fades out slowly taking 30 second to fully disappear
    - the crossover period results in a confused combination of the two images

The Samsung 913N has a conventional PCB setup with two main boards
    - a Power Board and a separate Display Board
The LCD panel has an "interface board" (the TCON Board ?) running along the top edge
The last item is the small pcb with push buttons to access menu features

Having repaired several other LCD Monitors I checked for any visible bad caps but no luck there.
All the power on/off and backlight operations work
    - so I assumed the fault might be with the Display Board
    - but having substituted another working board the fault remained unchanged.

So I have to assume the fault is either with the Power Board or the TCON Board.
I have not yet checked to see if the TCON Board is bonded to the LCD panel
Anyone have any experience fixing this type of fault?

Re: Samsung LCD Monitor - Display is Running in Slow Motion

Obviously this is not a problem anyone recognizes - hence no responses.

    Anyway to update progress:
The fault as might be expected was with the TCON Board (which drives the image refresh of the LCD panel)
    - and the TCON appears to be bonded to the LCD panel
    - so it cannot be swapped for a working replacement

All the components on the TCON board are miniature surface mounted items
    - which are difficult to identify, source and replace
    - and I have no way to identify the failed component anyway

So I purchased a cheap working 913N on eBay and tried swapping parts to work out where the fault was located.
Swapping just the LCD panel with attached TCON board eliminated the slow motion problem.

So I now have a working monitor plus a supply of spares for any future failures
    - including both main PCB's and spare backlight tubes.
