7805 + 2 diodes should work at roughly 7.5V

The 3 terminal 78 series regulators have current foldback protection to protect from output short circuits or low impedance.
It doesn't seem to protect against 5,000uF caps connected directly between output and ground. I was trying to zap shorts out of a nicad.
