Also, do you happen to know if this chip will fit even though the original chip has pins on the outside?

1) Experience. He and others have built up a database of IC markings from Richtek and other semiconductor suppliers. You can search for it on this user forum. You can also check his logiwiki website for other tidbits of knowledge.

2) it is the same part and you can review the full details from the datasheet that can be downloaded here:

Source and replace your defective part. Just be sure to locate the pin # 1 of the original and match it with the replacement.

3) See attached for the laser markings on this component.
