The Fixed or Adjustable regulator body look the same. How they are connected are not the same
The one in this picture is a fixed regulator since I do not see a resistor between pin1 (left pin) and Ground and another resistor between pin1 and pin 2 (middle pin/or large tab), I can see that pin 1 is tied directly to Ground, that is how Fixed output regulator is used.
By the way, I can faintly see 1117 ???? on the body. What is the number?

That is not completely less than one Ohm, what resistance of the your meter's probes when you short the Red and Black probe together?
And what are the printing on the second line on that regulator?
OK, that is more like it, that is a fixed output regulator. The second line on the body should indicate the output voltage of this regulator. What are the Voltage at the input and output pins any way?
