Test equipment: which was the first to incorporate Windows?

This thread mainly concerns part of a computer, its operating system.

Since I have seen some test equipment which runs Windows (such as Tektronix equipment - I have confirmed that Windows 95 onwards has been used by this manufacturer), and I even saw one piece of test equipment use Windows 3.1.

With that in mind, I am curious about knowing the make and model of test equipment which was the first to incorporate Windows (and what version as well) as part of the test equipment software.
My first choice in quality Japanese electrolytics is Nippon Chemi-Con, which has been in business since 1931... the quality of electronics is dependent on the quality of the electrolytics.
