Bad capacitors affecting keyboard and mouse operation?

Just a quick question, would it be normal for bad capacitors to affect the PS/2 keyboard and mouse ports? eg: cause them to work intermittently or appear dead (even though ports are outputting 5v)

    Yes,
    classic symptoms.
Can also be caused by overloaded usb ports.

I would change the caps in the kb/mouse. they are most likely 1 10uf in each device you can use 6.3v or higher
