Just thought I would share this quick fix for anyone else looking at why there DELL monitor won't switch on.
Part number of the board is on pic number 5.
The problem was 2 caps in parallel, C707 and C708 (Pic 1).
Replaced (Pic 4) and now all is well

Also, see pic of my genius way off scavenging caps off a Sky box, pretty sure they weld these gits on (Crap soldering iron)
Nice easy fix for a monitor pulled out of the bin.
PS; The monitor is not ghosting, just poor camera on china phone
