        Could someone look at this picture?
        I drew the voltages on the picture...

        That 8 pin IC is a 200D6,I can not find specs on it.
        The voltage on pin#1 of that IC(left bottom pin) is directly connected to the resistor left below it,one side of resistor has 187v solid,other side(IC side) it climbs from 107v to 143v and then back to 107v in about a 3 second interval..

        On the pic you can (kinda)see how that IC connects directly to the Mosfet that has 187 on only one pin..

        Is it safe to say the IC is not functioning???

          yeah so it's a FET driver. type in 200D6 FET driver and you get

          NCP1200D60R2
