    Capacitor Leakage

    Is the following picture of a CB with whiteish stuff under several of the capacitors glue or leakage from the capacitors? I am really interested in the the blue disk capacitors and the large 1000 uF in the center of the board.

    That's definitely glue. Leaked electrolyte is usually brown and crusty. Also, the blue disc-shaped capacitors are not electrolytic, hence, there's nothing to leak out of them.

      Is that out of a Dell monitor, backlights on for 2 seconds then off?

      Most likely fix:
      Replace the 4 2sc5707 near the transformers.
      Resolder all of the legs on all transformers.
