Problem is programme was coded for chinese/Japanese region so if your ststem locale settings is overseas it will fails.
Step to fix install error:
Install Locale Emulator for all users, restart pc.
Go to program right click. Exe >Locale emulator>Run in Japanese.
Program will open in Japanese language
Go to forth tab on top
Change language to English.
