The voltage on the 4 pins connector should be 17V. And the coil marked 7 is GND, there is no voltage. Right to this coil there are two diodes, between them is VGL, that should be -10,5V.
Did you repair this board? Now I have the same situation, but a little other board. Also three coils with voltages 3,3V; 1,9V, 1,8V and nothnig more. Even if the glass is faulty, the board should produce all the T-Con voltages after coonecting the two big pins on top right corner of the board.
