I need a schematic too or some advice.No power at all. these two caps shorted to the ground? Board clean without liquid or any obvious damage after visual inspection. It just died acording to the owner

It powers on for about 12-13sec without display and no fan spin and goes off for the same period of time and keeps looping forever. Hope it will help.
