I have seen that very often.
Sometimes repairable with a little piece of tape but what sometimes appeared was a spot with less red than normal or thin lines running through the image from left to right.
Sometimes clearly visible but sometimes not.
The Panda panels are bad and come in many brands but especially the 58 inch is very bad....

Unfortunately there are no diagrams for this power supply, they were completely replaced.
There are 2 power supplies that can be used 272217100749 and 272217190104.
One of the two broke down quite quickly, the other is an improved version, unfortunately I don't remember which of the two was the improved version.

What is there to explain, a Philips oled tv the tv goes into t-con protection if an error is "seen" that is panel related. This can already be due to dirty cables or cable connections, you can clean these with compressed air and IPA.
A thin line in the dispaly also could be a culprit.
To remove the t-con error you need special software, this is a small 20kB file that overrules the error....

When the red led on the front is flashing very fast the TV is in t-con error, with a small piece of software that error can be deleted and the tv will start....

Reloading the firmware (upgrade_loader) also makes little sense if there is no image. Then you would benefit more from resetting the Setoption, even though in this case it seems to me that the panel has a problem. Measure whether the t-con receives 12V and then you can measure some voltages on the t-con. An important one is the 15V to the panel.
